16 U.S.C. § 538 — User fees fund for delayed payments to grantors

This section deals with situations where the United States got the right to use a road — a right-of-way, easement, or the right to use an existing road — for national forests or other Forest Service land, under an agreement that lets the government pay the original owner (the "grantor") over time instead of all at once. When that kind of delayed-payment agreement exists, any fees or other money the Secretary collects for people using that road can be placed into a special fund. That fund is then used to make the ongoing payments owed to the grantor.
