16 U.S.C. § 6605 — Advisory group

The Secretary may convene an advisory group of public and private conservation representatives. Its meetings must be open, noticed, and documented for the public, and chapter 10 of title 5 does not apply to it.
(a) In general. To help carry out this chapter, the Secretary* may bring together an advisory group of people representing public and private organizations actively involved in conserving marine turtles, freshwater turtles, or tortoises.
(b) Public participation. (1) Meetings. The Advisory Group must ensure that every meeting is open to the public and must let interested people make oral or written statements about agenda items. (2) Notice. The Secretary must give the public timely notice of every meeting. (3) Minutes. The Secretary must keep minutes of every meeting and make them public.
(c) Exemption from chapter 10 of title 5. Chapter 10 of title 5 does not apply to the advisory group.
To assist in carrying out this chapter, the Secretary* may convene an advisory group consisting of individuals representing public and private organizations actively involved in the conservation* of marine turtles, freshwater turtles, or tortoises.
The Advisory Group 1 shall—
ensure that each meeting of the advisory group is open to the public; and
provide, at each meeting, an opportunity for interested persons to present oral or written statements concerning items on the agenda.
The Secretary shall provide to the public timely notice of each meeting of the advisory group.
Minutes of each meeting of the advisory group shall be kept by the Secretary and shall be made available to the public.
Chapter 10 of title 5 shall not apply to the advisory group.
