16 U.S.C. § 7601 — Definitions

(1) "Appropriate congressional committees" means (A) the Senate Committee on Foreign Relations and the Senate Committee on Appropriations, and (B) the House Committee on Foreign Affairs and the House Committee on Appropriations. (2) "Co-Chairs of the Task Force" means the Secretary of State, the Secretary of the Interior, and the Attorney General, as set up under Executive Order 13648. (3) "Community conservation" means a conservation approach that involves local communities and recognizes their right to manage, or to benefit directly and indirectly from, wildlife and other natural resources in a way that stays biologically viable long-term. It includes (A) handing management and governance power to local communities so resource use accounts for current and future ecological needs, and (B) building communities' capacity for conservation and natural resource management. (4) "Country of concern" means a foreign country the Secretary of State specially designates under section 7621(b) as a major source, transit point, or consumer of wildlife trafficking products or their derivatives, where (A) the government has actively taken part in, or knowingly profited from, trafficking protected species, or (B) the government enables such trafficking, which can include persistently failing to make serious, sustained efforts to prevent and prosecute it. (5) "Focus country" means a foreign country the Secretary of State determines is a major source, transit point, or consumer of wildlife trafficking products or their derivatives. (6) "Defense article," "defense service," "significant military equipment," and "training" have the same meanings given those terms in section 2794 of title 22. (7) "Implementation Plan" means the Implementation Plan for the National Strategy for Combating Wildlife Trafficking released February 11, 2015, any later version of that plan, or any plan that replaces it. (8) "National Strategy" means the National Strategy for Combating Wildlife Trafficking published February 11, 2014, any later version of that strategy, or any strategy that replaces it. (9) "National wildlife services" means the ministries and government bodies that manage wildlife matters, including poaching or trafficking, in a focus country. (10) "Security force" means any military, law enforcement, gendarmerie, park ranger, or other security force responsible for protecting wildlife and natural habitats. (11) "Task Force" means the Presidential Task Force on Wildlife Trafficking, established by Executive Order 13648 and modified by section 7631 of this title. (12) "Wildlife trafficking" means the poaching or other illegal taking of protected or managed species, and the illegal trade in wildlife and their related parts and products.
