This section criminalizes agreements or attempts to stop someone from bidding on or buying United States land offered at public sale. It also covers intimidation, combinations, or unfair methods that hinder bidding or purchase.
A person who bargains, contracts, agrees, or tries to do so with another person that the other person will not bid on or buy a parcel of United States land offered at public sale commits an offense. A person also commits an offense by intimidation, combination, or unfair management hindering, preventing, or trying to hinder or prevent someone from bidding on or buying land offered at that sale. The person may be fined up to $1,000, imprisoned for up to 1 year, or both.
Whoever bargains, contracts, or agrees, or attempts to bargain, contract, or agree with another that such other shall not bid upon or purchase any parcel of lands of the United States offered at public sale; or
Whoever, by intimidation, combination, or unfair management, hinders, prevents, or attempts to hinder or prevent, any person from bidding upon or purchasing any tract of land so offered for sale—
Shall be fined not more than $1,000 or imprisoned not more than one year, or both.
