In a related proceeding or a civil action brought by the United States under this chapter, the court decides whether the proceeding is open or closed to the public after considering affected people’s rights.
In a proceeding related to, or in a civil action brought by the United States under, this chapter, the court may keep the proceeding open or closed to the public. The court must consider the rights of affected people.
In any proceeding ancillary to or in any civil action instituted by the United States under this chapter the proceedings may be open or closed to the public at the discretion of the court after consideration of the rights of affected persons.
