18 U.S.C. § 218Voiding transactions in violation of chapter; recovery by the United States

The President, or an agency head, can void contracts, grants, and similar benefits tied to this chapter's crimes. This applies once there's been a final conviction for a violation connected to that benefit. The U.S. can also recover the money spent or the property given, on top of any other penalty.

This is one undivided rule. In addition to any other remedy provided by law, the President — or, under regulations the President prescribes, the head of the involved department or agency — can declare void and rescind any contract, loan, grant, subsidy, license, right, permit, franchise, use, authority, privilege, benefit, certificate, ruling, decision, opinion, or rate schedule that was awarded, granted, paid, furnished, or published, or any service performed or thing transferred or delivered, to, by, or for a federal agency or officer, employee, or person acting on its behalf, when there's been a final conviction for a violation of this chapter connected to it. The United States can then also recover, in addition to any penalty prescribed by law or in a contract, the amount spent or the thing transferred or delivered, or its reasonable value.
