18 U.S.C. § 957 — Possession of property in aid of foreign government

A person who knowingly and willfully possesses or controls property or papers to help a foreign government violate a criminal law, or violate United States treaty or international-law rights or duties, faces a fine, imprisonment of up to 10 years, or both.
A person who, to help a foreign government, knowingly and willfully possesses or controls property or papers used, designed, or intended for use in violating a criminal statute, or violating a United States right or obligation under a treaty or the law of nations, may be fined under this title, imprisoned for not more than 10 years, or both. This section does not define “in aid of” or “law of nations.”
Whoever, in aid of any foreign government, knowingly and willfully possesses or controls any property or papers used or designed or intended for use in violating any penal statute, or any of the rights or obligations of the United States under any treaty or the law of nations, shall be fined under this title or imprisoned not more than ten years, or both.
