19 U.S.C. § 1 — Organization of customs service

This section is a single, undivided provision about how the customs service is organized. It starts with an exception: "except as hereinafter provided," meaning other sections later in this title may set different rules that override this one. Subject to that exception, the section makes permanent the reorganization of the customs service that the President carried out and reported to Congress on March 3, 1913. That structure stays in place as the customs service's permanent organization until Congress passes a law changing it.
