The Secretary of the Treasury’s powers and duties under this chapter are subject to section 2073(a).
The rights, privileges, powers, and duties vested in or imposed upon the Secretary of the Treasury by this chapter must be subject to the provisions of subdivision (a) of section 2073 of this title .
