If the Board finds a proposed foreign-trade zone's plans, location, and facilities suitable and sufficient, it grants the application.
If the Board* finds that the plans and location proposed in an application are suitable for the purpose of a foreign-trade zone*, and that the proposed facilities are sufficient, the Board must grant the application.
If the Board* finds that the proposed plans and location are suitable for the accomplishment of the purpose of a foreign trade zone* under this chapter, and that the facilities and appurtenances which it is proposed to provide are sufficient it shall make the grant.
