19 U.S.C. § 2031 — Authorities; delegation of functions; rules and regulations

The head of an agency carrying out functions authorized by this chapter may delegate those functions to another agency head. The agency head may also issue rules needed to carry them out.
The head of an agency performing functions authorized by this chapter may: (1) authorize the head of another agency to perform any of those functions; and (2) issue rules and regulations needed to perform those functions.
The head of any agency performing functions authorized by this chapter may—
authorize the head of any other agency to perform any of such functions; and
prescribe such rules and regulations as may be necessary to perform such functions.
