This chapter approves the international harmonized commodity-classification convention, puts its nomenclature into United States law, and treats the convention as a United States trade-agreement obligation.
(a) Purposes. This chapter: (1) approves the International Convention* on the Harmonized Commodity Description and Coding System; (2) puts the internationally established nomenclature into United States law; and (3) provides that the Convention is treated as a United States trade-agreement obligation.
The purposes of this chapter are—
to approve the International Convention* on the Harmonized Commodity Description and Coding System;
to implement in United States law the nomenclature established internationally by the Convention; and
to provide that the Convention shall be treated as a trade agreement obligation of the United States.
