The Secretary of the Treasury must assign customs officers and guards to each zone. Their job is to protect government revenue and manage foreign goods moving into the regular U.S. market.
The Secretary* of the Treasury must assign to each zone* the customs officers and guards needed to protect government revenue and to handle foreign merchandise moving from the zone into customs territory.
The Secretary* of the Treasury shall assign to the zone* the necessary customs officers and guards to protect the revenue and to provide for the admission of foreign merchandise into customs territory.
