2 U.S.C. § 136a–2 — Librarian of Congress and Deputy Librarian of Congress; compensation

This section sets pay for two Library of Congress leaders, and it applies "notwithstanding any other provision of law" — meaning these pay rules override any other law that might set different pay for the same jobs. (1) The Librarian of Congress must be paid at the same annual rate as "level II" of the Executive Schedule, under section 5313 of title 5. That's one of the standard federal pay tiers used for senior government positions. (2) The Deputy Librarian of Congress must be paid the greater of two amounts: the "level III" Executive Schedule rate under section 5314 of title 5, or the maximum rate allowed under section 5376 of title 5 for agencies with a performance appraisal system certified under section 5307(d) of that title. In other words, if that performance-based pay scale would pay the Deputy Librarian more than the standard Level III rate, the Deputy Librarian gets the higher amount instead.
