2 U.S.C. § 136c — Authorized additional expenses and services for which Library of Congress salary appropriations are available

Starting October 1, 1983, the money Congress gives the Library of Congress for staff salaries can also be spent on a few extra things, beyond just paying regular salaries. The Library can use these salary funds to pay for: personnel security and suitability investigations of Library employees (background-type checks on staff); "special and temporary services," which includes people hired by the day, by the hour, or paid for piecework; and other services allowed under section 3109 of title 5 — a law that lets federal agencies hire outside experts and consultants for limited periods.
