2 U.S.C. § 300 — Establishment of positions; payment from applicable accounts

A House committee can create new job positions when needed. These jobs can be permanent or last up to six months. Pay comes from House of Representatives accounts until a law changes that.
The committee may authorize new positions of the kind covered by this chapter, either on a permanent basis or on a temporary basis lasting no more than six months, whenever the committee judges that doing so serves the orderly and efficient operation of the House of Representatives. Pay for each such position may come from the applicable accounts of the House of Representatives, until a law provides otherwise. No additional position of this kind may be created without the committee's authorization.
The committee may authorize the establishment of additional positions of the kind to which this chapter applies, on a permanent basis or on a temporary basis of not to exceed six months’ duration, whenever, in the judgment of the committee, such action is warranted in the interests of the orderly and efficient operation of the House of Representatives. The compensation of each such position may be paid out of the applicable accounts of the House of Representatives until otherwise provided by law. An additional position of the kind to which this chapter applies shall not be established without authorization of the committee.
