2 U.S.C. § 5505 — Payments from applicable accounts of House of Representatives

(a) General rule. The House of Representatives may not make a payment from its “applicable accounts” unless the Committee on House Oversight approves it. A payment voucher approved as that Committee directs is final and binding on all Government departments and officers.

(b) Definitions. (1) “Applicable accounts of the House of Representatives” means accounts for committee salaries and expenses other than the Appropriations Committee, the House computer-support organization, and Members’ allowances and expenses, officers’ allowances and expenses, and administrative and support-office allowances and expenses. (2) “Member of the House of Representatives” means a Representative, Delegate, or Resident Commissioner in Congress.
