2 U.S.C. § 353 — Executive Director; additional personnel; detail of personnel of other agencies

This section lets a federal commission staff itself quickly, without following the government's usual hiring rules, for the temporary periods tied to the fiscal years described in section 352(8)(A) and (B) of this title. (1) The Commission may appoint an Executive Director and set that person's basic pay at the rate for level V of the Executive Schedule, without following the normal competitive-service hiring rules or the classification and General Schedule pay rules in title 5. With the Commission's approval, the Executive Director may then hire additional staff needed to carry out the Commission's work, and set their pay — but not above the top rate of the General Schedule. (2) If the Commission asks, the head of any federal department, agency, or other government body may lend some of its own staff to help the Commission during those same fiscal-year periods. The Commission reimburses that department or agency for the cost.
