During the first three months of each fiscal year beginning October 1, 1984, payments from each covered Senate “Salaries, Officers and Employees” line-item appropriation generally may not exceed 25 percent of that line item's total yearly availability. Two specified line items are excluded.
During the first three months of any fiscal year beginning with the year that began October 1, 1984, the total gross compensation paid to employees from any line-item appropriation within the Senate account for “Salaries, Officers and Employees” may not exceed 25 percent of the total amount available for that line item for the fiscal year. This does not apply to the line-item appropriations for “Administrative, clerical, and legislative assistance to Senators” or “Agency contributions.”
At no time during the first three months of any fiscal year (commencing with the fiscal year which begins October 1, 1984) shall the aggregate of payments of gross compensation made to employees out of any line item appropriation within the Senate appropriation account for “Salaries, Officers and Employees” (other than the line item appropriations, within such account for “Administrative, clerical, and legislative assistance to Senators” and for “Agency contributions”) exceed twenty-five per centum of the total amount available for such line item appropriations for such fiscal year.
