20 U.S.C. § 2143 — Private support

The Librarian of Congress may accept money and in-kind donations for the oral history program and must keep those donations in a separate Treasury account. The account may be used only for that program, and it may not receive donations given for another purpose.
(a) Acceptance of donations. The Librarian of Congress may ask for and accept money donations and in-kind contributions to carry out the oral history program under section 2142.
(b) Establishment of separate gift account. A gift account for that oral history program is established in the Treasury among the Library of Congress’s accounts.
(c) Dedication of funds. Despite any other law—
(1) all money donated to the Librarian to carry out the program must be deposited in the gift account established under subsection (b);
(2) money in that account may be used only to carry out the program; and
(3) the Librarian may not deposit money into that account if it was not donated exclusively to carry out the program.
The Librarian of Congress may solicit and accept donations of funds and in-kind contributions to carry out the oral history program under section 2142 of this title.
There is established in the Treasury (among the accounts of the Library of Congress) a gift account for the oral history program under section 2142 of this title.
Notwithstanding any other provision of law—
any funds donated to the Librarian of Congress to carry out the oral history program under section 2142 of this title shall be deposited entirely into the gift account established under subsection (b);
the funds contained in such account shall be used solely to carry out the oral history program under section 2142 of this title; and
the Librarian of Congress may not deposit into such account any funds donated to the Librarian which are not donated for the exclusive purpose of carrying out the oral history program under section 2142 of this title.
