The Secretary of Education must create or designate a unit to administer this subchapter, provide information about guidance and counseling, and advise on coordination. The Secretary may reserve up to 5 percent of appropriated funds for this work.
(a) The Secretary of Education must establish or designate a Department of Education unit to: (1) carry out this subchapter; (2) provide information about guidance and counseling as a profession, Federal activities, and, when practicable, State and local activities; and (3) advise the Secretary on coordinating guidance and counseling activities in programs the Secretary may carry out and, when practicable, with other Federal, State, and local programs.
(b) The Secretary may reserve no more than 5 percent of amounts appropriated under this subchapter to carry out this section.
The Secretary of Education shall establish or designate an administrative unit within the Department of Education for purposes of—
carrying out provisions of this subchapter;
providing information regarding guidance and counseling as a profession, guidance and counseling activities of the Federal Government, and, to the extent practicable, activities of State and local programs of guidance and counseling; and
advising the Secretary of Education on coordinating guidance and counseling activities included in all programs which he is authorized to carry out, and, to the extent he deems practicable, how such activities may be coordinated with other programs of the Federal Government and State and local guidance and counseling programs.
The Secretary of Education may reserve an amount not to exceed 5 per centum of the sums appropriated under this subchapter to carry out the provisions of this section.
