20 U.S.C. § 5966 — National activities

(a) National activities. (1) To carry out this subchapter, the Secretary (A) may use funds reserved under section 5962(b)(2) to (i) conduct national leadership activities such as research, program development and evaluation, data collection, public awareness, training and technical assistance, and dissemination through appropriate Department of Education-assisted research entities of information about successful projects, activities, and strategies under this subchapter; (ii) give grants to noncommercial telecommunications entities to produce and distribute national video projects giving young people models for conflict resolution and responsible decision-making; and (iii) conduct peer review of applications; and (B) must develop a written safe-schools model so all schools can develop models allowing all students to participate regardless of a language barrier. (2) The Secretary may conduct these activities directly, through interagency agreements, or through grants, contracts, or cooperative agreements.
(b) National model city. The Secretary must designate the District of Columbia as a national model city and, each fiscal year, provide section 5962(b)(2) funds to a local educational agency serving the District in an amount sufficient for a comprehensive program addressing school and youth violence.
