20 U.S.C. § 6671 — Funding allotment

The Secretary must divide reserved funds among four activities: at least 74 percent for section 6672, at least 22 percent for section 6673, and at least 2 percent for section 6674. The Secretary may reserve up to 2 percent for section 6675.
From funds reserved under section 6621(4), the Secretary: (1) must use at least 74 percent for activities under section 6672; (2) must use at least 22 percent for activities under section 6673; (3) must use at least 2 percent for activities under section 6674; and (4) may reserve no more than 2 percent for activities under section 6675.
From the funds reserved under section 6621(4) of this title, the Secretary—
shall use not less than 74 percent to carry out activities under section 6672 of this title;
shall use not less than 22 percent to carry out activities under section 6673 of this title;
shall use not less than 2 percent to carry out activities under section 6674 of this title; and
may reserve not more than 2 percent to carry out activities under section 6675 of this title.
