20 U.S.C. § 6675 — STEM master teacher corps

The Secretary may give grants to State educational agencies to develop State STEM master teacher corps or to spread effective STEM professional-development programs. The section describes how a master teacher corps selects, supports, and compensates teachers.
(a) In general. From funds reserved under section 6671(4), the Secretary may award grants to (1) State* educational agencies to support a statewide STEM master teacher corps; or (2) State educational agencies, or nonprofit organizations in partnership with State educational agencies, to implement, replicate, or expand effective science, technology, engineering, and mathematics professional-development programs across the State through collaboration with administrators, principals, and STEM educators.
(b) STEM master teacher corps. The term “STEM master teacher corps” means a State-led effort to raise the status of STEM teaching by recognizing, rewarding, attracting, and retaining outstanding STEM teachers, especially in high-need and rural schools, by: (1) selecting master-teacher candidates based on (A) content knowledge shown by a screening exam and (B) teaching knowledge and success; (2) offering teachers chances to (A) work together in scholarly communities and (B) take part in and lead high-quality professional development; and (3) giving them additional appropriate and substantial compensation for that work and for work in the master-teacher community. This section does not otherwise define the quoted term.
From the funds reserved under section 6671(4) of this title for a fiscal year, the Secretary may award grants to—
State* educational agencies to enable such agencies to support the development of a State-wide STEM master teacher corps; or
State educational agencies, or nonprofit organizations in partnership with State educational agencies, to support the implementation, replication, or expansion of effective science, technology, engineering, and mathematics professional development programs in schools across the State through collaboration with school administrators, principals, and STEM educators.
In this section, the term “STEM master teacher corps” means a State-led effort to elevate the status of the science, technology, engineering, and mathematics teaching profession by recognizing, rewarding, attracting, and retaining outstanding science, technology, engineering, and mathematics teachers, particularly in high-need and rural schools, by—
selecting candidates to be master teachers in the corps on the basis of—
content knowledge based on a screening examination; and
pedagogical knowledge of and success in teaching;
offering such teachers opportunities to—
work with one another in scholarly communities; and
participate in and lead high-quality professional development; and
providing such teachers with additional appropriate and substantial compensation for the work described in paragraph (2) and in the master teacher community.
