20 U.S.C. § 77c — Museum board

(a) Seal; regulations; vacancies The board is authorized to adopt an official seal, which courts must automatically recognize. The board can also make whatever bylaws, rules, and regulations it thinks it needs to run its functions. The board can keep operating even with empty seats -- six members are enough to form a quorum for conducting business. (b) Annual report The Smithsonian Institution must include a statement about the national air and space museum's operations in its annual report of operations to Congress. That statement must cover all public and private money the museum received and spent.
