For the purpose of any competitive program under this chapter—

(1)

a consortium of schools operated by the Bureau of Indian Education;

(2)

a school operated under a contract or grant with the Bureau of Indian Education in consortium with another contract or grant school or a tribal or community organization; or

(3)

a Bureau of Indian Education school in consortium with an institution of higher education, a contract or grant school, or a tribal or community organization,

shall be given the same consideration as a local educational agency.
