The Secretary may only issue regulations under this chapter when they are truly necessary to enforce its specific requirements.
This section is a single, undivided rule. The Secretary may issue regulations under this chapter only to the extent needed to make sure states and schools are complying with the chapter's specific requirements and assurances. The Secretary cannot issue broader regulations than that.
The Secretary shall issue regulations under this chapter only to the extent that such regulations are necessary to ensure that there is compliance with the specific requirements and assurances required by this chapter.
