Activities under this Act funded through grants, contracts, or cooperative agreements must at least be awarded competitively. When practical, the award process must use peer review.
Activities under this Act carried out through grants, contracts, or cooperative agreements must, at minimum, be awarded competitively and, when practicable, through peer review.
Activities carried out under this Act through grants, contracts, or cooperative agreements, at a minimum, shall be awarded on a competitive basis and, when practicable, through a process of peer review.
