This section requires the Research Center to be headed by a highly qualified Commissioner for Education Research with substantial knowledge of the Center’s work.
The Research Center must be headed by a Commissioner for Education Research (in this part referred to as the “Research Commissioner”) who must have substantial knowledge of the activities of the Research Center, including a high level of expertise in the fields of research and research management.
This section does not define terms that it uses without defining.
