20 U.S.C. § 9802 — Definitions

(a) ESEA definitions. Unless this chapter says otherwise, terms used in it have the meanings given in section 7801 of this title.

(b) Other definitions. In this chapter: (1) “critical foreign language” means a foreign language that the Secretary, after consulting the heads of federal departments and agencies the Secretary considers appropriate, determines is critical to United States national security and economic competitiveness; (2) “institution of higher education” has the meaning given in section 1001(a) of this title; (3) “Secretary” means the Secretary of Education; and (4) “scientifically valid research” includes applied research, basic research, and field-initiated research whose reasoning, design, and interpretation are soundly developed under accepted scientific-research principles. This section does not define the quoted terms by any other method.
