21 U.S.C. § 379l — Education

(a) In general. The Secretary must run training and education programs for FDA employees, covering the regulatory responsibilities and policies set out in this chapter. This includes: (1) scientific training; (2) training to improve the skills of officers and employees who conduct inspections under section 374; (3) training so inspectors can specialize by product type during those inspections; and (4) training on administrative procedures and integrity issues. (b) Intramural fellowships and other training programs. Acting through the Commissioner, the Secretary may run fellowships and other training programs that support in-house research training for predoctoral and postdoctoral scientists and physicians. Under these programs, or the similar ones described in section 379dd(d)(2)(A)(ix), these scientists and physicians may provide their services on a voluntary, unpaid basis, if the Secretary decides that's appropriate. Even as volunteers, they must still follow all the same legal and ethical rules that apply to regular officers and employees of the Department of Health and Human Services.
