Funds appropriated to the President for this chapter are available each fiscal year to carry out the chapter, unless the chapter provides otherwise.
Unless this chapter provides otherwise, funds authorized and appropriated to the President each fiscal year are available to carry out this chapter.
Except as otherwise provided in this chapter, funds shall be available to carry out the provisions of this chapter as authorized and appropriated to the President each fiscal year.
