The Treasury must hold a USAID Buying Power Maintenance Account. Up to $50 million in certain unobligated Operating Expenses balances may be transferred into it for exchange-rate and overseas wage and price changes, subject to congressional notification procedures.

(1) The Treasury must establish the “USAID Buying Power Maintenance Account.” (2) Up to $50,000,000 in expired or unexpired discretionary unobligated balances appropriated under “Operating Expenses” for this or a later fiscal year may be transferred into and combined with the account by the end of the fifth fiscal year after the last year the money is available for its original purposes. Money in the account remains available until spent to offset adverse foreign-exchange fluctuations or overseas wage and price changes and maintain overseas operations, in addition to other available funds. Money may be transferred into and combined with State Department foreign-operations appropriations under titles II and III of this or later Acts for those purposes. Any statutory designation or spending limit is treated as adjusted as needed to offset the net effect of those fluctuations and maintain approved levels.
