A passport may not be denied, revoked, restricted, or otherwise limited because of speech, activity, belief, affiliation, or membership that would be protected by the First Amendment if done in the United States.
A passport may not be denied, revoked, restricted, or otherwise limited because of a person's speech, activity, belief, affiliation, or membership, inside or outside the United States, if the same speech, activity, belief, affiliation, or membership would be protected by the First Amendment when held or done in the United States.
A passport may not be denied issuance, revoked, restricted, or otherwise limited because of any speech, activity, belief, affiliation, or membership, within or outside the United States, which, if held or conducted within the United States, would be protected by the first amendment to the Constitution of the United States.
