Despite the general exception for MTCR adherents, the President may use the sanctions in section 2797b(a)(2) in the circumstances described in section 2797c(b)(2).
Despite section 2797b(b), the President may take the actions listed in section 2797b(a)(2) in the circumstances described in section 2797c(b)(2).
Notwithstanding section 2797b(b) of this title, the President may take the actions under section 2797b(a)(2) of this title under the circumstances described in section 2797c(b)(2) of this title.
