Congress authorized $560,000 to the Department of State for the Organization's working capital fund. Yearly funds cover the U.S. share of Organization expenses, capped after 1958. Extra funds pay for salaries, staff, and other costs of U.S. participation.

This section authorizes money for the Department of State to pay toward "the Organization" (as that term is used in this part; this section does not itself define it). Congress authorized $560,000 as a one-time contribution to the Organization's working capital fund. Congress also authorized these amounts every year: (a) Whatever amount is needed for the United States to pay its share of the Organization's expenses, as divided up by the Health Assembly under article 56 of the Organization's constitution. But starting with fiscal years of the Organization after 1958, the U.S. payment cannot be more than 33⅓ percent of the total dues owed by all active members of the Organization for that year. (b) Extra money — not more than $83,000 for the fiscal year that began July 1, 1947 — to cover the cost of the United States taking part in the Organization's activities. This includes: (1) Salaries for the representative and alternate named in section 290a of this title, and for supporting staff, including people working in Washington, D.C. and elsewhere. These staff can be hired without following the regular civil-service laws or chapter 51 and subchapter III of chapter 53 of title 5. The government can also use services authorized under section 3109 of title 5. The Secretary of State can set rules for paying housing allowances — including heat, fuel, and light — and cost-of-living allowances to people stationed abroad for a while. Printing and binding for this work do not have to follow section 501 of title 44 or section 6101 of title 41. (2) Any other expenses the Secretary of State decides are needed for U.S. participation. The same rules that apply to expenses under section 287r of this title, and the regulations under it, for subchapter XVII of this chapter, also apply to these expenses.
