The President appoints a Governor and an Alternate Governor to represent the U.S. in the African Development Fund. The Governor casts the U.S.'s votes in the Fund, based on the President's instructions.

(a) The President appoints a Governor, and an Alternate Governor, for the Fund. The President makes the appointment either (1) with the Senate's advice and consent, or (2) by choosing among people already serving in positions that by law require Senate confirmation. (b) The Governor — or, if the Governor is absent, the Alternate Governor — casts the United States' votes in the Fund, on the President's instructions, to select the Director representing the United States. If the U.S. Director and Alternate Director are U.S. citizens, the President may, at his discretion, let them receive compensation, allowances, and other benefits up to what a chief of mission gets under the Foreign Service Act of 1980.
