22 U.S.C. § 296a — Maintenance management of overseas prop­erty

The Director of the Office of Foreign Buildings Operations must: (1) direct overseas posts to make annual assessments of the condition of the buildings and facilities they use; (2) revise the Foreign Affairs Manual, no later than 90 days after October 28, 1991, to require that each post use the Buildings and Maintenance Handbook to identify its maintenance needs, standardize its maintenance operations, and carry out the annual assessments required by (1); (3) direct the Office of Foreign Buildings Operations to give posts proper training and assistance so the annual surveys are completed effectively; and (4) direct overseas posts to make sure all maintenance-related financial transactions are properly recorded in the Department of State's accounting system, so actual spending on routine maintenance, and on maintenance funded by the Office of Foreign Buildings Operations, can be compiled.
