The Secretary must, as far as practicable, station key personnel at high-risk, high-threat posts for sustained periods. The purposes are local knowledge and implementation of needed security procedures.
The Secretary must, to the extent practicable, station key personnel for sustained periods at “high risk, high threat posts,” a term defined in § 4803. The purposes are (1) building institutional knowledge and situational awareness of the local political and security environment, and (2) ensuring necessary security procedures are implemented.
The Secretary to the extent practicable shall station key personnel for sustained periods of time at high risk, high threat posts (as such term is defined in section 4803 of this title) in order to—
establish institutional knowledge and situational awareness that would allow for a fuller familiarization of the local political and security environment in which such posts are located; and
ensure that necessary security procedures are implemented.
