This section states Congress’s views about protecting Afghanistan’s President with United States and allied personnel and transferring that protection to Afghan forces.
Congress expresses the view that: (1) any United States force physically protecting Afghanistan’s President should consist of United States diplomatic-security, law-enforcement, or military personnel, and should not use private contractors for actual physical protection; (2) United States allies should be invited to volunteer active-duty military or law-enforcement personnel; and (3) the force should last only a limited time and be replaced by qualified Afghan security forces as soon as practicable.
It is the sense of Congress that—
any United States physical protection force provided for the personal security of the President of Afghanistan should be composed of United States diplomatic security, law-enforcement, or military personnel, and should not utilize private contracted personnel to provide actual physical protection services;
United States allies should be invited to volunteer active-duty military or law enforcement personnel to participate in such a protection force; and
such a protection force should be limited in duration and should be succeeded by qualified Afghan security forces as soon as practicable.
