Nothing in this law lets the United States break the Nuclear Non-Proliferation Treaty. Any action taken under this law must still follow the Treaty's rules.
This section is a safeguard clause. It says that nothing else in this chapter gives the United States authority to take any action that would violate a U.S. obligation under the Nuclear Non-Proliferation Treaty* (NPT*). In other words, if any other part of this law seems to allow something, that permission does not override the Treaty.
Nothing in this chapter constitutes authority for any action in violation of an obligation of the United States under the NPT*.
