This section authorizes a cooperative United States-India nuclear nonproliferation program, carried out with consultation from the Secretaries of State and Defense. It requires annual recommendations and assessments from the National Academies and authorizes appropriations for fiscal years 2007 through 2011.
This section sets up a joint U.S.-India research program on nuclear nonproliferation.

These recommendations and assessments must be made public (3).
(d) Consistency with Nuclear Non-Proliferation Treaty*. Every U.S. activity under the program must comply with U.S. obligations under the Nuclear Non-Proliferation Treaty.
(e) Authorization of appropriations. Congress authorized whatever funding is necessary to run this program for each fiscal year from 2007 through 2011.
