The State Department must run a Democracy Fellowship Program. It sends its officers to work in Congress or with democracy organizations to learn about promoting democracy abroad.
(a) Requirement for Program: The Secretary* must set up a Democracy Fellowship Program. This program lets Department* officers work in certain congressional offices or committees. Those committees oversee this chapter — the House Committee on Foreign Affairs, the House Committee on Appropriations, the Senate Committee on Foreign Relations, and the Senate Committee on Appropriations. Officers can also work with international organizations or nongovernmental organizations that work on democracy promotion. The goal is for officers to gain an added perspective on how the government promotes democracy in other countries.
(b) Selection and placement: The Assistant Secretary* plays the lead role in choosing which officers become Democracy Fellows. The Assistant Secretary also helps place them in the right congressional offices, congressional committees, international organizations, or nongovernmental organizations.
The Secretary* shall establish a Democracy Fellowship Program to enable officers of the Department* to gain an additional perspective on democracy promotion in foreign countries by working on democracy issues in appropriate congressional offices or congressional committees with oversight over the subject matter of this chapter, including the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives and the Committee on Foreign Relations and the Committee on Appropriations of the Senate, and international or nongovernmental organizations involved in democracy promotion.
The Assistant Secretary* shall play a central role in the selection of Democracy Fellows and facilitate their placement in appropriate congressional offices, congressional committees, international organizations, and nongovernmental organizations.
