22 U.S.C. § 8231 — Advisory Committee on Democracy Promotion

This section is one undivided provision expressing Congress's view. Congress commends the Secretary for creating an Advisory Committee on Democracy Promotion. It is the sense of Congress — meaning Congress's stated opinion, not a binding command — that this Committee should play a significant role in the Department's transformational diplomacy. It should advise the Secretary on U.S. efforts to promote democracy and democratic transition as U.S. foreign policy and foreign assistance are formed and carried out. This includes reviewing and making recommendations on two things: (1) how to improve the Department's ability to promote democracy and human rights, and (2) how to improve foreign assistance programs related to promoting democracy.
