22 U.S.C. § 8905 — Democracy, civil society, governance, and technical assistance for Ukraine and other states in Central and Eastern Europe

(a) In general. Subject to available appropriations, the Secretary of State must, directly or through nongovernmental organizations: (1) improve democratic governance, transparency, accountability, rule of law, and anti-corruption efforts in Ukraine; (2) support the Government of Ukraine's efforts to build greater unity among its people and regions; (3) help Ukraine's people and government prepare for and hold free and fair elections, including through domestic and international election monitoring; (4) help diversify Ukraine's economy, trade, and energy supplies, at the national, regional, and local levels; (5) strengthen Ukraine's democratic institutions and political and civil society organizations; (6) expand free, unrestricted access to independent media in Ukraine, and help protect journalists and civil society activists targeted for free speech; (7) support political and economic reform efforts in other Eastern Partnership countries; and (8) support efforts by Ukraine's government, civil society, and international organizations to boost women's economic and political power in Ukraine, prevent and address violence against women and girls there, and include women in any negotiations to restore Ukraine's security, independence, sovereignty, or territorial or economic integrity. (b) Authorization of appropriations. $50,000,000 is authorized to the Secretary of State for fiscal year 2015 to carry out subsection (a). That money must be used following this section's authorization and requirements, and additional amounts may be authorized under other laws. (c) Strategy requirement. Within 60 days of April 3, 2014, the President had to send the appropriate congressional committees a strategy for carrying out subsection (a). (d) Notification requirement. (1) Money made available under subsection (b) cannot be spent until 15 days after the President notifies the appropriate congressional committees of the intent to spend it. (2) The President may waive that 15-day notice requirement if delaying would pose a substantial risk to human health or welfare — but must then give notice as early as practical, and no later than three days after taking the action.
