This law creates the Armed Forces Retirement Home Trust Fund in the U.S. Treasury. The Fund holds money from transfers, gifts, resident fees, fines, pay deductions, and investment interest. It can only be spent on running the Retirement Home.

(a) Establishment. This section creates a trust fund in the U.S. Treasury called the Armed Forces Retirement Home Trust Fund. Money flows into the Fund from six sources: amounts transferred to it; money the Chief Operating Officer deposits from gifts or from selling property and facilities; monthly fees residents pay under section 414; fines and forfeitures deposited under a related title 10 section; deductions from the pay of enlisted members, warrant officers, and limited duty officers under a related title 37 section; and interest earned from the Fund's own investments. (b) Availability and use of Fund. The Fund's money can only be used to run the Retirement Home - nothing else. (c) Investments. The Secretary of the Treasury may invest money in the Fund that the Chief Operating Officer decides isn't currently needed, but only in obligations the United States issues or guarantees. (d) Reporting requirements. The Retirement Home's Chief Financial Officer must follow the standard federal reporting rules found in subchapter II of chapter 35 of title 31.
