25 U.S.C. § 133 — Rolls of Indians entitled to supplies

This section explains how supplies must be handed out to Indians. To properly distribute the supplies appropriated for the Indian Service, each agent in charge of Indians who has supplies to give out must make a roll at the start of every fiscal year. That roll lists the Indians at the agency who are entitled to supplies. It names the heads of families or lodges, and states how many people are in each family or lodge. The agent then gives out supplies to the heads of families — not to the heads of tribes or bands. If practical, this happens in the presence of the tribe's headmen. The agent must not give out more than one week's worth of supplies in advance at a time.
