25 U.S.C. § 140 — Diversion of appropriations for employees and supplies

This section lets treaty funds for Indian tribes be redirected to other uses. Money that was appropriated, under treaty agreements, to pay millers, blacksmiths, engineers, carpenters, physicians, and similar workers, or to buy specific articles for Indian tribes, can be diverted to other purposes that benefit those tribes instead. This can only happen if the President decides to allow it, and if the affected tribes agree to it in the usual way they express consent. The President must then report this action to Congress, at the very next session after it happens.
