25 U.S.C. § 295 — Supervision of expenditure of appropriations for school purposes

This law puts the Commissioner of Indian Affairs in charge of overseeing how money appropriated for Indian schools gets spent. All spending must follow the Commissioner's rules on how to teach and how to spend the money. The Secretary of the Interior supervises the Commissioner in turn.
All money appropriated for school purposes among Indians — whether appropriated before this law or after April 30, 1908 — must always be spent under the supervision and direction of the Commissioner of Indian Affairs.
That spending must follow whatever conditions, rules, and regulations the Commissioner sets, from time to time, about how teaching is conducted and how the money is spent.
The Commissioner's supervision is itself subject to the Secretary* of the Interior.
All expenditure of money herein or after April 30, 1908, appropriated for school purposes among the Indians, shall be at all times under the supervision and direction of the Commissioner of Indian Affairs, and in all respects in conformity with such conditions, rules, and regulations as to the conduct and methods of instruction and expenditure of money as may be from time to time prescribed by him, subject to the supervision of the Secretary* of the Interior.
