25 U.S.C. § 2414 — Congressional intent in construction of laws

Congress directs that specified and general Federal laws be interpreted and administered broadly to achieve this chapter’s purposes.
Congress intends that (1) specific Federal laws and related administrative regulations establishing Bureau of Indian Affairs, Indian Health Service, and other Federal-agency* programs, and (2) general Federal laws, including laws limiting increases to Federal appropriations or encouraging joint or cooperative funding, be interpreted and administered broadly to achieve this chapter’s purposes.
It is the intent of Congress that—
specific Federal laws, and administrative regulations promulgated thereunder, establishing programs of the Bureau of Indian Affairs, the Indian Health Service, and other Federal agencies, and
general Federal laws, including laws limiting augmentation of Federal appropriations or encouraging joint or cooperative funding,
shall be liberally construed and administered to achieve the purposes of this chapter.
